How do I use it over a video?

Download the PNG, add it as an image layer above your video track, and position it. It works in CapCut, Premiere, Final Cut, DaVinci Resolve, and anything else that takes a PNG with transparency.

What is the checker preview for?

Transparency is invisible against a white page, so the preview offers a dark frame that stands in for video and a checkerboard that shows exactly which parts of the image are transparent.

Can I make it look like a real person commented?

You can type anything, the same as any image editor. Attributing invented words to a real account is a good way to end up in a defamation problem, and platforms remove it. Use invented usernames.
